Greater Albany Public Schools is pleased to announce Bruce C. Schmidt, Jr. will serve as the district’s next Assistant Superintendent. Schmidt will begin his contract with GAPS on July 1 pending board approval on April 8, but plans to spend time over the next few months getting to know district staff and systems.

“I am excited for Bruce to begin as the Assistant Superintendent of Greater Albany Public Schools,” said GAPS Superintendent Andy Gardner. “Bruce has experience as a 14-year accomplished teacher – teaching in both Career and Technical Education and science classrooms. He has served as a district level leader, principal at two levels, and coached student-athletes in football and baseball over the course of his career. He will be an incredible addition to GAPS and I look forward to him joining our leadership team.”

Schmidt is the current Director of K-12 Schools for the Gresham-Barlow School District. As the Director, Schmidt oversees the daily operations of the district, middle and high school principals, as well as supervises the Facilities Department. He began this position in July 2023 and his key accomplishments include the management of several capital improvement projects, most notably the installation of turf baseball and softball fields; the construction of a student-based health center; and remodel of the district’s alternative school.

Prior to this role, Schmidt was the principal of Sam Barlow High School for nine years. During his tenure at Sam Barlow, Schmidt established a five-year average graduate rate of 86 percent and established partnerships with local community colleges leading to increased college credit attainment for students. In 2014 when he started as principal, Sam Barlow High School offered 1,254 credits and Schmidt led the charge to more than quadruple those opportunities in five years.

Schmidt is passionate about building collaboration in schools. “I am a forward-thinking visionary leader with unending energy and a passion grounded in the belief that all students and staff can achieve excellence,” Schmidt said.

Schmidt has earned several awards over his career including the Oregon Music Education Association Administrator of the Year in 2019, and the Gresham-Barlow School District Instructional Leader of the Year for the 2020-21 school year. Additionally, for his work in Career and Technical Education (CTE), he was recognized as the 2009 State CTE Administrator of the Year. Schmidt holds a master’s degree from Portland State University, as well as his bachelor’s degree from the University of California, Davis.

GAPS installs new air purifiers across district

Español

Over the summer, GAPS received a grant to purchase 930 air purifiers for the district. These air purifiers, coming in various sizes for classrooms, cafeterias, and hallways, are estimated to value $525,000. Along with the air purifiers, the grant provides 15 replacement filters for each unit and cleaning supplies such as hand sanitizers and wipes, and personal protective equipment such as gloves and masks. Additionally, the purification systems come with a lifetime warranty from Medify Air.

The new HEPA 13 air purifiers have the ability to filter out 99.9% of air particles to the .01 micron. In addition to filtering out atmospheric dust, the purifiers can pick up cement dust, dust mites, ash, human hair,  pet dander, pollen, smoke, viruses, and more.

In the fall of 2022, air filtration systems were added as approved uses of funds previously designated for COVID-19 testing programs in schools. According to the Center for Disease Control and Prevention, good ventilation will lower the concentration of virus particles in the air, creating a safer environment for students and staff. The air purification systems provide layered protection to the district’s COVID-19 prevention strategies.

“It is our goal to provide a safe and healthy learning environment for all our students and staff,” said Executive Director of Operations Dave Bolin. “This grant is an opportunity to add another layer of protection and reduce the spread of illness.”

The funds for the purifiers were provided by the Oregon Health Authority (OHA) in partnership with Grainger and Medify Air. GAPS thanks these partners for their help in creating a healthier learning environment.

In addition to Kelsey Nava-Costales’s new role as the district’s Executive Director of Equity, Diversity, and Inclusion, GAPS is partnering with Linn-Benton Community College to strengthen the district’s equity efforts. Read more about that partnership in this press release.

Greater Albany Public Schools is proud to announce Kelsey Nava-Costales has been named the new Executive Director of Equity, Diversity, and Inclusion (EDI), and will begin the position on June 26. Nava-Costales comes to this role with a breadth of knowledge surrounding EDI work.

As a Mexican American, Nava-Costales understands the lived experience of marginalized communities. “This work is important to me because I know what barriers exist for some students that are out of their control and the ways such barriers impact their attendance, comprehension and retention,” she said.

Nava-Costales has resided in Oregon since 2005, and was raised overseas as her parents sought teaching roles in Thailand and India. This early exposure to diverse communities in the developing world led Nava-Costales to complete her Bachelor of Arts in Ethnic Studies from the University of Oregon, where she also completed a certification in Nonprofit Administration from the School of Planning, Public Policy and Management.

While pursuing her undergraduate degree at UO, Nava-Costales worked for the Center of Multicultural Academic Excellence (CMAE) as an administrative assistant supporting numerous retention specialists. As a first-generation college student, she found success through support systems like The CMAE which led her to understand the importance of safe spaces and equitable support for marginalized students on school campuses.

Before receiving her Master’s in Clinical Social Work from Portland State University, Nava-Costales worked with formerly incarcerated youth – most of whom were Native American, Black, and Latino – with the goal of reentry into their communities, as well as high school completion and development of prosocial behavior.

While completing her master’s degree, she worked for Oregon’s second largest food bank, FOOD For Lane County, helping provide food access to marginalized communities and creating partnerships within the community. Two partnerships that she found particularly meaningful were with Centro Latino Americano, a partnership which allowed mixed status families to receive culturally appropriate food assistance during COVID, and the Eugene School District, which allowed for food distribution to low-income families on school grounds breaking down barriers for students who experience hunger.

In 2023, Nava-Costales joined the GAPS district as an Ombudsperson working with students and school staff alike with the goal of building understanding and expanding equitable education for all students. “I look forward to joining the leadership team at GAPS. As our community continues to diversify, we have such a unique and wonderful opportunity to lean in and grow,” she said. “It is my goal to bridge gaps between communities and positively impact the ways in which our students feel when they sit down to learn each day.”

She is particularly passionate about impacting the minds of our future generations and understands the importance of a safe learning environment. “It is my hope that we can join together to create a space that allows for students of all walks of life to coexist and bond over a shared goal of learning,” Nava-Costales said. “Furthermore, I hope to support staff and families alike in creating an understanding of what that process looks like and the flexibility that may take.”

A new partnership with Linn-Benton Community College, as well as new leadership within the school district, will lend to a reinvigoration of efforts dedicated to equity, diversity, and inclusion.

Kelsey Nava-Costales, Executive Director of Equity, Diversity, and Inclusion

Kelsey Nava-Costales, GAPS Executive Director of Equity, Diversity, and Inclusion

“I am excited to announce Kelsey Nava-Costales has been selected as our district’s new Executive Director of Equity, Diversity, and Inclusion. Kelsey brings a wealth of experience working with marginalized populations and I believe she will form strong and successful connections with our families and students,” Superintendent Andy Gardner said. “Furthermore, our new partnership with LBCC will create synergy between our two organizations for our current students, and many of their future students.”

Nava-Costales currently serves as the district’s Ombudsperson until she transitions into the executive director role on June 26. Prior to her work with GAPS, she worked at an outpatient clinic helping her patients navigate mental health crises, allowing her to bring a trauma informed lens to this complex work. She has a Master’s in Clinical Social Work from Portland State University, and a Bachelor’s in Ethnic Studies from the University of Oregon. Read more about Nava-Costales in this press release

“It is an immense honor to have been selected to lead this work. I am excited to bring my knowledge and lived experience to this platform and collaborate with such passionate educators and staff,” Nava-Costales said. “I look forward to the growth and positive change we can create for all of our students within the district.”

Nava-Costales will also lead the Welcome Center, which provides space for GAPS families to receive assistance in Spanish.

In addition to the district’s new EDI executive director, an intergovernmental agreement with LBCC will allow the district to access the expertise of the Institutional Equity, Diversity and Inclusion unit that is being championed by Jason J. Dorsette, Chief Equity Officer and Executive Director at the College. Dorsette and his team will support GAPS’ equity efforts by assisting in the development of an agenda for an Equity Group, as well as provide informal guidance to the district’s EDI department. The team will also facilitate collaborative professional learning opportunities for GAPS’ employees to engage with LBCC employees as it relates to the development and implementation of an equity-centered recruitment and retention program for marginalized employees.

“I am thrilled for GAPS and LBCC to take our equity partnership to the next level through this agreement,” said Dr. Lisa Avery, LBCC President. “Jason Dorsette’s contributions to the learning community for GAPS and LBCC employees will be valuable, and I’m also looking forward to close collaboration with Kelsey Nava-Costales in her new role.” GAPS and LBCC have long collaborated on student success issues. “Students will directly benefit from our teams working directly together on a shared equity agenda,” Avery added.

Dorsette will also provide guidance to GAPS on hiring processes and will develop a process focused towards the outcome of a representative workforce. Lastly, Dorsette will support GAPS schools as they respond to racial bias incidents.

“Greater Albany Public Schools (GAPS) is one of our college’s largest feeder school systems, and my team and I are excited to take part in strengthening our existing relationship with GAPS, using an equity lens as our compass,” Dorsette said. “Most importantly, I applaud GAPS Superintendent Andy Gardner and LBCC President Lisa Avery for their innovative and collaborative approach to addressing our local educational equity challenges. I look forward to working with Executive Director Nava-Costales and their team.”

Dorsette is a PhD candidate in Oregon State University’s Language, Educational Policy, and Equity program. He also holds his bachelor of arts in history and middle grade education and a master’s in public policy and administration from North Carolina Central University. Civically, Dorsette serves as the President of the Linn Benton NAACP Branch and as the Vice Chair of the Community Services Consortium Advisory Board — a state designated community action agency that offers a wide range of programs and services that aim to support individuals that are experiencing housing issues, poverty, and food insecurities throughout Linn, Benton, and Lincoln counties.

“GAPS and LBCC have a shared goal of student success and continued learning within our community. Albany is growing and the demographics of our student population are changing each year. The partnership with LBCC aims to strengthen our community as a whole, widening our EDI efforts, encouraging higher graduation rates, increasing college preparedness and thus student success in the long term,” Nava-Costales said. “GAPS looks to build bridges beyond high school completion and create avenues for our students to flourish from kindergarten to adulthood.”

Over the summer, Greater Albany Public Schools will transition to a new Student Information System (SIS) database. During the transition period, the registration system will be down for up to three weeks and families will be unable to register during that time period. In anticipation of this disruption, the district is requesting families register students early this year and has opened up the registration portal

“This summer as the district and Linn-Benton ESD transition to a new software platform, Synergy, it is important to have our families register students early this year,” said Superintendent Andy Gardner. “By registering in the spring instead of in the summer, we can more effectively plan for staffing and space for the 2023-24 school year.”

Families should review this important information regarding registration:

  • Registration in the old system will be automatically transferred into the new system. Please do not register your student twice.
  • Forms should have recently gone home with your student containing a Parent ID number (PIV number)  along with additional registration information. The PIV number must be used to complete registration. If you did not receive your letter with your PIV number, please contact your school office.
  • Students who are enrolling in the district for the first time should be prepared to provide proof of address, proof of age, and proof of immunization.
  • Families should use a computer or laptop to complete registration. Those who need assistance may reach out to their student’s home school for support.

If you are unsure if your child will be returning to their current school next year, the district still requests families register as it allows for space planning.

For Spanish-speaking families, each school should have a bilingual staff member who can assist with registration. Spanish-speaking families should contact their home school to set up an appointment.

Additionally, the Welcome Center is planning a registration evening for Spanish-speaking families on Tuesday, May 9. Appointments at the Welcome Center will be available from 8 a.m. to 4 p.m. on May 9, and the center will be open for drop-in registration help from 5 to 8 p.m. More information about the Welcome Center’s registration event may be obtained by calling (541) 704-2376.

Volunteers provide support and enrich the educational experience

Parent and community volunteers provide essential support to staff and enrich the educational experience of students. GAPS is fortunate to have dedicated volunteers who provide key contributions in classrooms and in the GAPS community.

“Volunteers are vital to the success of our schools,” said Superintendent Andy Gardner. “Dedicated volunteers assist with our school operations and help classrooms run smoothly, all while having a lasting impact on our students. We appreciate each and every one of our school volunteers.”

One such volunteer is Autumn Bashaw. Bashaw has been volunteering in the district off and on for the last 15 years. “I’m grateful for the lifelong friendships I’ve made by volunteering, both with teachers and other parents,” she said.

Bashaw is scheduled to volunteer weekly at Tangent Elementary School. She usually performs the same tasks: labeling, putting together work packets, and filing. While she is not always in her kids’ classrooms, she likes being near them. “It’s special to be a part of what my kids are doing and to be able to feel connected with them and what’s going on in their lives,” she said.

Brunker working with a student Gail Brunker, a retired community member, also enjoys volunteering as a way to connect with his child. Brunker’s daughter is a first-grade teacher at Sunrise Elementary. He has regularly volunteered in his daughter’s classroom for the last two years as a way to spend more time with her and to “see her in her space.”

“And,” he adds, “the kids are fun to be around!”

Another volunteer, Allanna Cox, appreciates the connection that volunteering brings. “If you’re feeling like you don’t know what’s going on at the schools, volunteer. Volunteering opens up a channel of communication between the school and families,” she explained.

Cox volunteers weekly at South Shore Elementary School, where she assists in the library. Cox learned the ins and outs of book shelving and library organization as a volunteer and later when she worked at the Corvallis-Benton County public library. When she discovered a need for shelving books at South Shore, she was eager to offer her skills. “Volunteering allows me to directly help our school even in a nonfinancial way,” she said.”I feel more involved and aware of what is going on in the school and I get to know the students.”

The district is always looking for parent and community volunteers. Volunteer schedules are flexible and do not require a big time commitment. With a variety of tasks ranging from laminating to groundskeeping, there are opportunities for people of all skill levels. “Definitely take the opportunity to volunteer,” Cox added. “The schools can always use the help.”

Those interested in volunteering must complete a criminal background check and submit an online form. Additionally, volunteers must submit proof of COVID-19 vaccination or a scanned religious or medical exception request and a COVID-19 mandate attestation. More information on how to become a volunteer is available here.
